why the people hesitate to complaint of corrupts.?

Because the corrupt people have power and will retaliate.
Because you might lose your job.
Because it is a lot of trouble and takes a lot of time.
Because it's your word against theirs and you don't have proof.
Because it disrupts your life and is emotionally draining.
