Last I checked, the salad fork is placed on the outside, the fish fork is in the center and the meat fork is on the inside next to your place. Use the appropriate utensil for the course you are being served. It's not always a case of working your way inside when using your forks, for the salads are sometimes served last.

If the table has been set properly by the host or hostess then you will have the exact number of utensils needed to consume your meal using one utensil on the right and one on the left of the plate with each course. Always start from the outside and work your way in. Each set of utensils used should be removed by the wait staff (or your host/hostess) after each course is completed.
If you are still unsure then the best thing for you to do would be to sit back, relax and wait until the others at the table pick up their utensils. Watch to see what they do and follow suit.

Outside first. If there is a smaller fork, it is for salad. If there is a butter knife and a steak knife, they are each used for the appropriate food. If there is anything at the top of your place setting, it is intended for dessert.

The spoon........(this is why no one invites me to dinner anymore).
Once at a large gathering, my ex-sister in law reprimanded me from waaaaay on the other side of the table that I was using the wrong fork. And everyone stared. At me. And no, I don't like being the center of attention ANYWAY.

usually, the outer ones are for the appetizer..
the inner ones are for the main course.
there may be another outer set, it is for buttering bread etc.
