It doesn't matter what rank you are. If you are married, or you are the active duty member that has your child living with you full time, you will qualify for housing.
If you move into base housing, the housing allowance that you would receive if you lived in civilian housing is then taken from you, but you have to remember that in base housing your rent, lights and water are all included. The only thing you will pay for is your phone, Internet service and cable. (Overseas you won't pay for cable, but you will have the Armed Forces Network which shows some t.v. shows news..etc...from back home and it's free. They provide you with a decoder if you live off base so you can still get AFN)
I have lived in base housing in three States and when we first moved here to Italy, and it's the same everywhere. There is sometimes a waiting list, you want to sign up for it as soon as you can.
Usually they have Officer Housing and enlisted housing. How many bedrooms you get is going to depend on how big your familiy is, and yes, even without children, E-7 and above, who is married, will get a a three bedroom. For E-6 and below, If you are just a married couple, you'll get a two bedroom, and the same if you had just one child, and sometimes even if you have two kids. Even though my husband is an E-7, personally, I don't think that is right. I think it should be based on how many family members you have, not what your rank is! But the housing we moved out of here, we had a four bedroom, we do have four kids now, so I didn't feel bad that they gave us a bigger place!
I know that sometimes if you're overseas and your rank is below like a E-6 or E-5, they actually make it mandatory that you live on base. Recently, my husband and I moved out of housing and now were renting a house from Italians, but before we moved, they were talking about making everyone below and E-6 live on base. It's a Navy base, but we have all the branches of the service there, and any housing I have ever lived in has been the same.
I wish I could help you on how much an E-1 makes in the Army, but I have no idea. I'm sure it's not a lot, but that is kind of the way it is for military families. Even as an E-7, we lived ok, but it was tight for us. We make a lot more living overseas.
Good Luck!
I

On-base military housing is free. It is usually reserved for married people or individuals with children. Staying in the barracks on-base is also free. ;)
If you live off-base you may or may not get BAH (Basic Allowance for Housing) which varies based on where you are stationed and what your rank is.
Just because you live off-base does NOT mean that you will automatically get BAH. Usually BAH is reserved for higher-ranking members of the military (especially if we're talking Army here) and it's extremely unusual that a soldier who is in training will get BAH unless they are married, have dependents, and on-base housing is not available.
I started getting BAH as an E-4 but I was at a small Navy command with not a lot of room in the barracks. I know people in the Army who didn't get BAH until they were E-6 or above. It all depends on where you are stationed and what your command is like.
If you're harboring fantasies of living off-base as an E-1 in the Army and getting BAH for it, well... Forget about it. Highly unlikely.

It is kind of free. For living off-post, you get BAH (base allowance for housing), which varies from state-to-state. For living on-post, you don't get BAH but utilities are paid for. Single soldiers normally have to live in the barracks, so of course they don't get BAH, but they do get food at the DFAC.
E1's make about $1200-1600 a month, depending on where they're stationed. So, considering the fact that for them, food is paid for (as long as they eat at the DFAC), and so is everything else, excepting things that aren't a necessity.
All enlisted members also get a clothing allowance each year; whether they are married or not, their rank, and years in service dictates how much that will be.

Military personel who are married receive a housing allowance. If they live in Givernment Quarters then they forfeit the housing allowance while living in them. If they are substandard qtrs then they may not take the entire amount of the housing allowance. All in all it is a good value in most cases.

It depends, on rank, also if you don't move on base you get allowance for living off post. But if you live on post you don't get that allowence. I lived off post because i could actually save more money that way.
