It isn't that there are more foot fetish people out there, the internet and mass communication has just made the world a bit smaller.
My understanding of foot fetishes is that the people (mostly men) who are into feet fall into two categories. The people that like feet, may get into sucking toes or some foot worship, but don't need it to get their jollies have a partialism. People who need it and obsess are fetishists.
There is a debate about where fetishes come from, the supposed professional answer is that a child who spends a lot of time on the floor at their mother's feet will develop a foot fetish. (That is the total condensed lay man version)
I don't buy that theory at all. I think that there is a little bit that is biological. Something is hardwired into the brain that determines someone's sexuality. I believe that there is a lot that is environmental. For one, the types of shoes that women wear. No one really has a problem saying that high heels are sexy. They elevate the foot, and create curves in the body. Men are attracted to that. Somewhere along the lines someone who has a foot fetish sort of misplaces that attraction. Rather than becoming attracted to the curvy rear end of the person wearing the heels, they focus on the foot.
There is no simple answer to why someone has the preferences that they do. We hardly understand how the brain works for simple life sustaining functions, let alone complex things like attraction and sexuallity...
There are not many people who truely understand fetishes. Most of the mainstream science that studies sexuality study gays and don't venture out into the other things. Another problem is that it is not easy to study something like a fetish when by nature it is secretive. The only people who really ever come forward are people who find their fetish causing problems. We have seen several incedents recently of foot fetishists running afowl of the law, and I think that is what you are refering to. These incedents tend to hit the news because they are not typical. We would get overwhelmed hearing the news of every single incedent where someone was assaulted in a less strange way.
I am not a professional, and my likes and dislikes are not important, I just wanted to chime in because I do have a bit of background in the study of alternative sexual practices. I look forward to reading more comments.

There's a lot of speculation about why foot fetishes are so common. The one that makes the most sense to me has to do with the way our brains are laid out. If you look at a map of the brain like the one in the first link, you can see which parts of the brain are related to the feeling of various parts of the body. If you click on the toes on the right side, a block in the brain lights up on the left side. If you click the block below it, you'll see that it is related to the genitals. The block above is the rest of the foot. Because the feet and the genitals are right next to each other in the brain, they may cross over, and feelings that you have in your feet may also occur in your genitals.
Okay, so this is probably WAY more technical that you want, but this is really fascinating to read about. A doctor named Vilayanur Ramachandran came up with this idea after talking to amputees. He learned that leg amputees feel sensations in the missing feet when they have sex. Seriously. Check out the second link and read from his notebook for more details.
Finally, the third link has a hilarious looking model of what our bodies would look like if they matched the amount of brain dedicated to feeling sensations in that part of the body. It kind of reminds me of Steven Tyler from Aerosmith

More to the point, why do you think that part of your body is so bad? Have you a foot phobia due to your own issues or kinkiness? Skin is skin. All parts of skin has sensitivity. Elbow, groin, hands, knees, thighs, hips, waist, feet, neck. What is so nasty about your feet?
Give yourself a slow, loving, foot massage. If your feet stink give them a bath and some ointment to get rid of the odour.
Body parts are just that. Feet have a lot of feeling in them but not as much as hands. If someone had a hand fetish would you hate that too? Why are you so unwilling to let go emotionally?
I DONT have a foot fetish but I still think feet are as pretty as other body parts. 10 little (or big) toes, skin, muscles underlying that are abused daily by bad/uncomfortable shoes. Soft or rough skin that is ticklish at times, when provoked. If you are scared of a foot massage then there are other issues afoot. Fear of letting go of control comes to mind.
Feet are only nasty when you dont take care of them and they get diseased.....like your face/hands/groin. Take care of them and they will be sexy and smell as sweet as the rest of you. As they are an errogenous zone...maybe you just dont like people, other than lovers, get that close to you because it makes you feel too much?

Literally her feet are beautiful and i kiss the top of her feet all the time. i dont know what it is. i mean i think it is important on a woman to have good feet. and i have always looked at that, and i say again i have no fetishes for feet.

Yeah i was under the same impression that you are. Feet are gross and dirty, toes are ugly.
But the guy I am seeing LOVES my feet. He always tells me he could just bite my gorgeous little toes right off... When we are having sex, he'll put my feet on his shoulders and kiss the soles and suck on my toes... I've never had anyone do it before, but it's awesome. The fact that he thinks they are so great makes it feel great when he is touching them. It's best if you get pedicured, though. I have dancer feet so I have to take special care of them, otherwise I WOULD think that it was disgusting... but everybody's got their something, you know?

What ever floats your boat, to each and every its own. Poop fetish sounds intense yet a foot fetish is fairly straightforward 80% of people who've a fetish its often ft and it does not advise there going to bypass loopy and eat your toe nails it merely potential they locate it appealing at the same time as a woman has tremendous fairly pedicured ft. in my opinion i love at the same time as a woman takes solid care of her ft and some thing of her body, yet i also been with ladies who hate ft and had fairly tousled ft,a sensible woman continually informed me a woman who would not guard her ft maximum probably would not guard her vagina.. ew

It's like anything else, some fill find it appealing...some won't care either way, others will be turned off. Some people find feet sexy...as long as they are clean, I'm kewl with some foot play but generally I don't find them to be one the more appealing body parts...

F*ck all those of you who don't like it. I will suck the toenails off a woman's feet. The soles are the absolute best. I thought it was weird at first too, but when I have one rusty, dry, crusty woman's soles in my mouth and I'm sucking them until the skin comes off, I'm in pure heaven. Bottom ******* line.
