what would cause electric to go off for only a few seconds and then come back on? twice in one day?

Your power company is working on the lines that feed your house. It could be miles away. Most houses have electricity that can come from two ways into your neighborhood. If one source is damaged or needs service you will still have power. But the moment they switch, or disconnect, one source you may experience a power outage. Then after they complete their work and switch that power back on you'll have the same experience.

There could be a problem with power lines somewhere, or it could be a faulty fuse.
It's more likely it's just a minor, everyday problem with power lines. Don't worry about it unless it starts happening all the time.
