If you want simple editing tools, like crop, rotate, and minor color/brightness adjustments, then Google's Picasa 2 is awesome. (Windows only). It's FREE.

I do not know if u need professional quality
in that case i hear adobe photo shop is good
other alternatives,
i use a small programme, irfanview - good enough 4 me
try if it suits u'r purpose, it's free

another option would be to use the software that comes alongwith a printer, scanner or camera. Sure u have one of these devices, else borrow it from a friend - the cd i mean, install just the imaging software and not the device drivers.

PhotoShop Elements! It's like PhotoShop, but a heck of a lot cheaper. PhotoShop has features that you probably wouldn't use unless you were going professional with digital photo editing.
