Keep in mind that at this point in the book, Jesus hadn't returned yet. So, nobody on Earth was able to open the book.

However, when Jesus did return, the books were opened because he did open them.

I agree with the above answers about there being no righteous man on the earth.

That would also mean that John himself was not worthy and that would make him personally sorrowful.

I also imagine that John was sad that the book would not be opened or read.

He wept for there was no redemption for man.The book of life was closed and sealed and no man could give account that was acceptable.This would mean that all men and all they were or would be must be destroyed utterly.
