I used to have a Ford Explorer 2dr with a 4.0 V-6 and the best mileage I could get was 19 mpg. It was considered a mid-size SUV so you can figure less mpg for anything bigger.
Personally, I wouldn't own a true SUV. I might go for one of the new 'crossover' vehicles - they are like station wagons with higher ground clearance and all wheel drive but not very practical for towing anything. That's really the only reason I can see for a regular SUV. If you need to tow something, just get an old pick-up for that and get a car for your commutes. You'll spend a little more up front for that, but your fuel costs over the long run will be much lower.

The EPA mileage is not based on reality high way mileage is based on 55mph.(most people do not drive 55) Also the faster you drive the lest mileage you. However the cars with the higher EPA mileage will get you the best actual mileage, even if it is not close to whats printed on paper. Also compare the SUV's with the lightest curb weight, this should narrow it down.

every suv is different from one another, different engines etc... the manufacturers gas mileage is just a reference they may not be 100% accurate but you can use them as a point of comparison but if you want an accurate gas mileage you'll have to do it yourself coz this will differ in each individuals driving habits, engines conditions and etc..., if you're a jack rabbit, speed demon, starts and stop abruptly and/or heavy on the pedal no matter how good the engine condition is you'll still consume more.
