Because America has created a weird little zone between the age of 18 where you are technically an adult but still can't do stuff.

Weirdly at 18 you can buy a gun, get married, have children, join the army and shoot people, get put to death, smoke deadly addictive cigarettes, buy and ride a 180mph motorcycle, buy a house and vote. Yet you cannot buy a beer or gamble in most places.

It is really a stupid system and it stunts the maturity level of people because they are not given real responsibilities early enough.

The laws should be changed to allow 18 year olds to do everything that adults can do.

I'm pretty sure that it depends on the type of game that you are playing. Most full-blown casinos are 21 and over. Slots only, dogs, and horses are 18 and over.... for the most part.

If the casino serves alcohol, you have to be 21 to get in, because the drinks are free.

Because we are a federal system of goverment, and local law at the state level determines many of these types of questions.

Simple, At any casino you go to. They offer you free drinks just for being there. However, at casinos where you have to be 21, they offer free ALCOHOLIC drinks and they don't want to have to card you every time you ask for one.
