If you wish to do this in the camera, it's called Trimming. Here's how:
. Bring up the picture in Review function
. Use the Zoom In button to get as close as you want
. Use the Up/Down/Right/Left buttons to center you new pic
. Use the Zoom buttons to finalize size
. Push Menu, Select Trimming, Push Center Control Button
. Select Trimming Size, Push Center Control Button
Your camera now has the new trimmed photo recorded.
Generally, the process is easier on a computer where it is called "Cropping". Look in your photo editing software.

It doesn't matter what type of digital camera you have. You need the right software to be able to do all that stuff. Most computers come with a cheap version of photo editing and you can usually crop and cut things on your pic. But if you really want to get into it, you need photoshop. If you are a college student there are discounts. But it is a little expensive. You could take it to walgreens or cvs and they usually are able to remove something from the picture that doesn't require filling it back up with copied background (like if what you wanted to take out was close to the edge of the pic).

That is "cropping." On my camera, it is done with the editing function of the software on my computer. A set of rectangular lines is manipulated to form the new border.
