Yes. But, they didn't have a choice. Rome conquered the Jewish territories as made the Jews subjects of Rome. Rebels were killed.

Besides which, Rome allowed its conquered territories, at that time, to continue their own worship manners and styles. A benevolent (in that regard) dictatorship.

To be a member of the Sanhedrin one has to be from the Jew and religious authorities. In Paul case he was not a member of the Sanhedrin but he purchased the citizenship as the practice permits.

Paul was a tax collector and worked for the Roman govt before God spoke to him. He was a very hated man while performing this job.
