Studies have shown that the best, fastest, easiest way is immersion (being forced to use it all day, every day, as when living in a country that speaks a different language). PowerGlide has used this method to develop courses for those wanting to learn a foreign language. It takes the concept of immersion and introduces the idea of deductive reasoning. For example - I live in a white casa. You will be able to deduce that casa is house. By having to figure out what the words mean (as you would if you lived in a foreign land), you will better remember the meanings, rather than memorizing lists of disjointed words.

the best way to learn a foreign language is to live with it.you can go the country the language is spoken. if it is impossible you can listen to music in that language,you can read books written in that language and you can speak and write in that language. you must try to live with it.

if it is impossible to do immersion, find a TPRS teacher. TPRS uses an immersion like method with enough translation so that you are never lost.
There is some research that shows that you should have at least a 'low intermediate' level of comprehension before you go to the country of the target langauge, so that you can use your basic knowledge along with the immersion to actually acquire the language.

By being forced to speak it regularly! Of course, living in a place and taking a class (so you can use what you're learning everyday) is ideal. But if you can't up and move to your country of choice, take a class at a community college or community center. There is usually a native speaker who teaches, and s/he would likely keep tutoring you and having conversations with you after the class ends, if you express a sincere interest.

there are a few ways...I am from Germany and being around Americans helped me speak the language. playing word games such as "out of order" on Boxerjam .com helped me build my vocabulary,and closed captioning helped me with spelling.
there are also schools. practice, practice, practice
