I think is is largely a cultural thing. If every one around you does the same you will most probably develop the same attributes. However, we all have different characteristics and do develop speech idiosyncrasies of our own.
It is possible for this to be taught just like speech coaches and tutor actors local dialects etc

yes. Some people can roll their tongues and some can't and the ability to do so is hereditary. I believe it is dominant. So if you can, most of the people in your family can too. Call all your cousins and check it out. Explain to them first what you are trying to find out first before you just say--Hey Cuz, can you roll your tongue?
I am not sure what the second part of the question means. If it means can a person who does not have the inborn tongue rolling ability be taught to do it, the answer is probably no. I think you have to have the trait or not. Of course, why would you want to learn? It's not a very impressive trick. The only reason I know this is from high school bio. (genetics unit) and this is the first time in adult life I've needed the information. I have the tongue rolling trait and have never gotten any good out of it. I have never seen a job add that says "must be able to roll tongue."
If you mean can a person learn an accent, yea, sure. Get a vocal coach.

I don't think rolling your tongue is heredity, my whole family can do it and I can't.
Rolling your R's can definitely be taught. My husbands family can all speak Spanish so I am trying to teach my daughter Spanish. And they taught me how to roll my R's so I could speak Spanich correctly.

rolling ur tongue isnt hereditary, but it can take some skill
some people can be taught to do it, but others just arent capable

Hereditery. You either can, or can't.
But like eye color - if you can't or can, whether your kids can't or can depends on who the other parent is, and what gene is dominant in the kid.
Don't know if you and be taught to roll r's - but I would think so.

my daughter can roll her tongue but neither me nor her father can....I have learnt to roll my R's when I learnt to speak Spanish
