If you are willing to wait for God knows when he will invite you, it's fine. But if you really like him and not to loose him, do the move. Things change girl, it's not the aged old fashion time where a man is the one to do the move, wake up! And if he doesn't like the idea then tell him thre truth.

he may just like you as a friend and doesn't want to ask you out cus he is not interested in you that way. what makes you think he is shy?Girlfriend give signals and if he isn't doing anything about it, then he don't want you

....first of all you need to take the initiative....if he's extremely shy you can wait 100 years...he won't ask you ...
You need to build up his confidence.....show him that you like him,fix his shirt,touch him "accidentaly",learn in what domains he is interested and pretend that you are very interested too(if you are not already interested)....etc.See how he is responding and depending on that...you'll know what to do next... or maybe he will :)
