Eat a very light dinner or no food the night before the test and do not eat or drink ANYTHING until the test is over (including morning coffee!) You may be given a laxative to take the afternoon before the procedure to remove intestinal gas and feces that could obscure the view of the kidneys

Concerning the light/soft diet:
What you eat will, at some point, appear in your bowel. The kidneys are right at the back, near the spine, so any bowel contents will lie on top of them and whatever beam is being used to look at the kidneys will have to pass through the gut and its contents. Gas in the bowel is very good at absorbing an ultrasound (or sonar) beam, and so food that is likely to cause the bowel to contain gas will interfere with an ultrasound. Likewise, anything too bulky/dense, will absorb X-rays and will be too similar a colour on the IVP film to the kidneys, thus making it difficult to see their outline.
Concerning the water:
If you are dehydrated, your kidneys will produce less urine. The IVP involves a contrast agent which is excreted in the urine, to show up the kidneys. If your kidneys aren't producing much urine, then there will not be much contrast in them, so the image will be of poor quality.
So, both measures are simply ways to get your body into the conditions for optimal quality of images.
However: Recently, opinion has changed (at least in the UK) and the definitive scan is a CTU (CT urogram) and this is much more sensitive, and less dependant on bowel contents. This is used much more often now than plain film X-rays (as in the IVP).

An IVP is an exam designed to look at your kidneys, ureters, and bladder. These are not normally seen on an xray, which is why the dye is added. Since your intestines also lie in your abdomen with the kidneys, if they are full of stool or air, the kidneys and ureters can be hiden by the intestinal contents.

I've had 2 IVPs and I believe it's because if you have too much fiber, or something, it's harder for the doctors to see what they need to see.
