This happens to me a lot and I am not diabetic. You do need to see if there are other symptoms though. Are you overly thirsty and wake up at night and have to drink? Are you really grouchy? Do high carb meals make you really sleepy? A blood test is a good thing to do every year. If you haven't done that in a while, it might be a good idea especially if you answered the questions above in the affirmative and if your fingers and toes did not swell like this until recently.

First, go to mayoclinic.com and find out the symptoms for diabetes. More than likely it is just from the heat and lack of fluids. You may not be getting enough water.
Have your doctor do a blood test on you and have those results read by him....
I have fibromyalgia and I swell all the time from various things and the first thing the Doc does is give me water and more water and then vitamin C.
Just be safe and get checked.

Swelling of the hands and feet can have many different causes; it can be lack of fluids, vascular problems, edema, kidney problems, obesity, etc. If it becomes bothersome and persistent for you, you should visit your doctor.

The simplest way is to prick your finger, and taste your blood. If it's sweet, then you may be.
Or go to the hospital and talk to your doctor about it and have a blood test or something.

Good luck! ;)
