You can get an array of different diseases from giving and receiving oral sex. It can be just a risky as intercourse. I know they make a thing called a dental damn for performing oral sex on a woman and, of course, a man can wear a condom. I realize this is not romantic or spontaneous, but having some kind of STD in your mouth is not exactly romantic or becoming either. Better safe than sorry I always say. If you do not know your partners sexual history or you are not in a monogamous relationship with just one person with whom you know is disease free then it is always safer to be protected.

Um, yeah, you can. Haven't you ever sat through a health class lecture where they show you slideshows full of diseased parts? And that includes all parts. Gonorrhea of the throat...eyes...I wish I were kidding.
Basically, if you're in contact with someone else's genitals and they have a disease, you can get it too. So be careful!

Yes, any disease that is communicable by body fluid transmission can be spread through oral sex.

There are "dental dams" that you can purchase that act as a condom for your mouth. This allows you to engage in safe oral sex.

Good luck.
