try europ assistance, pretty good company! It'll be about £8 for cover for your diabetes - they underwrite insurance for First Choice, United Co-Op, Blue Planet, Legal and General to name just a few of many! Other than EA, try allcleartravel.co.uk they do an all in one package which should be fairly competative! (oh and if you go to allcleartravel.co.uk you can do it online for a 20% discount or you can call up the company)

If you are in the USA there are several travel insurance companies that will waive their pre-existing conditions exclusion if you buy the insurance and conform to the insurance companies pre-conditions. If you can't conform to their pre-conditions there are still several companies that will cover this pre-existing condition provided the diabetes has been controlled during the past 180 days (varies by company) and the medical has remained unchanged. The best place to do research is at http://www.quotewright.com/travel_coverages/pre_existing_period.html It explains the pre-existing conditions exclusions found in most policies and actually rates them.

If you're in the UK go to www.diabetes.org.uk they can offer insurance specifically for diabetics. I am a diabetic (type 1). I have a normal travel insurance policy but it does not cover me for complications relating to my diabetes.

~Not being an isurance agent, all I can tell you is the cheapest is the one that costs the least. Sorry. Oh, by the way: you get what you pay for, or, more appropriately, you don't get what you don't pay for.
