Unless they are actually injuring each other, this is normal male sibling behavior. They are attempting to establish which one is dominant. Males do this. It is pre-programmed.
They may eventually divert their agression into some other form of competition, but they will never stop "butting heads," particularly since they are twins and therefore there are no clear-cut dominance indicators.
If they ever do stop struggling, take a good hard look at them! It will mean that something has changed drastically in their relationship.
Similar behavior can be observed among canine siblings, birds, deer, cats, squirrels ... probably every warm-blooded species that reproduces by sex.
Short answer - they will never stop competing.

My brother and I (not twins) stopped fighting after he went to university, we didn't see each other as much so the rivalry, and the tendency to annoy each other just because we were bored went away.
Do what you can to stop them hurting each other, but don't feel too bad about them fighting, it is natural for siblings, especially same sex ones, to fight. As they grow up and develop their own separate identities things should get less intense.
