The answer is C) 16 : 15

Justification:
It is given that 3 leaps of dog = 4 leaps of hare.
Therefore, 1 leap of dog = 4/3 leap of hare.
Dog took 4 leaps, that is 4*4/3 = 16/3 leaps of hare while at the same time, hare took 5 leaps.
Hence, the ratio of speed of dog to hare is 16/3 : 5
= (16/3) * (1/5)
= 16/15
That is, the ratio is 16 : 15 and hence the answer.
