I assume you are speaking of the Back River Sewage treatment plant outside the city proper. An attack on that would lead to a tremendous sewage release into a major Chesapeake Bay tributary. This would destroy a very fragile ecosystem and also wind up causing a number of waterfront communities to be evcuated. The location of the facility would prevent more serious damage and affects, so while it is a soft target it is a low value one for a terrorist.

The terrorists must have make a misfire wasting their efforts and $$$. Anyway, it is bad if it happens too for people in Baltimore. Lets hope they do the 'attacks' in their tiolet bowls.
