The beach if you've got one, especially at sunset.
Otherwise, a picnic or a movie. Or do some different, and have a picnic while watching a DVD at your place - it's fun and non-threatening.

What do you mean by *cheap*? Under $20, Under $50?
It also depends where you live -but..check your local paper for summer events.
* Some cities have free movie night in the park
* Zoos can be a great place to go. All girls love animals :)
* Picnics are always great. If you don't know how to cook - get a bucket of KFC. It tells her that you took the *time* to do something and TIME always means more than money!
* Four-wheeler riding
* Take a little road trip to a small town and have dinner at a mom and pop cafe. The road trip will give you guys time to 'talk'. Make her a cd of tunes for her to listen to on the way. She'll love that!
* If you want to have her friends help...plan a treasure hunt for her. Send her to here and there for clues. The 'treasure' will be YOU waiting with a picnic dinner for 2 somewhere. For EXTRA points - bring real plates and 'wine' glasses for your drinks. (Even if all you are drinking is soda) Don't forget the candles. :) It sounds really corny - but I swear to you - it would be a date she would always cherish and never forget.

Fill a picnic basket with some nice food,maybe a bottle of wine or soda,take her to the park for a picnic.Then for a boat ride,if no boats just sit there and talk,with you actually listening.

I think a nice walk along the beach at sunset (if you have one), maye even take a little picnic aswell. It's simple but really different.

Take her to the movies(a horror movie) , make sure she cuddles up close to you and after wards invite her for Hot chocolate and marshmallows at your place after wards.
