Ethics reform within the organization and legal authority to flex its muscle when needed. At present, whatever resolutions it passes are useless without presenting a viable threat of reprisal. Economic sanctions are just a funnel for funds to find their way to the corrupt members of the UN. No wonder nobody takes the organization seriously.

Have an army!
This is the most obvious answer that history has shown.
The UN failed to preserve the peace in WW2 because all it did was talk. Any army controlled by the UN is borrowed from member countries. And now that countries with the worst human rights records are actually on the UN human rights committee, do you think these countries will actually cough up an army to act against their own agenda?
