It simple means that it is not the number of years we have lived that matters, what is important are the experiences we go through and the lessons we learn from them.
How can we say we have matured already if we keep doing the same mistakes again and again. Maturing means knowing what is right and wrong, knowing that sacrifices have to be made, knowing that in this road called life, we are always expected to commit mistakes but we must learn from them.

Maturity doesn't necessarily equal the kind of experience or what you have learned. You can still know better but act immature.
