First of all, pass some hints. Shop with him or soemthing and each time you pass some rings, start going "oh these are nice!" other hints could be tlaking about your future, his future. Ask him if he would ever want kids (if u haven't already!) All these things might make him feel guilty or give him a heads up.
Also...why not you make a move?

no law on any book that says a man has to propose - get a ring and go to him and get down on bended knee and you propose.
