The "strings" aren't actually on the pants, they hang from a 4 cornered Tallit Katan which is worn somewhat like a pancho. The Bible says that they are so that we will look at them and remember to do His Commandments. You will find this command in Numbers 15:37-41.

The "little hat" is called a kippah (covering), or a Yalmulke (meaning G-d over us). This isn't directly commanded in the Bible, but it serves as a reminder that He is always watching over us and that we are here as His servants to do His Will in this world and to sanctify the world for Him.

Look at these things as being reminders that He gave us to think about as we go through life. We are to set ourselves apart in this world and not act like everyone else does.

For myself I find that I feel more self-conscious when I wear these. The temptation to do something wrong is reduced because I am more afraid of what people will think if they see me do it while I am dressed that way. But if I am concerned about what other people might think, how much more should I be concerned that He is always watching everything I do? So in dressing this way it personalizes that feeling so that I am always thinking about what I do, what I say and even how I say it.

It doesn't truely make me a "better person" to wear these things (internally I mean), but because of my concern of what people would think if they say me misbehave in some way it does make me act like a better person than I really am. So, in effect, I am a better person because I dress this way. They remind me to constantly repent for the various shortcomings I have.

The hat is a cultural practice intended to show their respect for God.

Some of the other distinctives in clothing are to help set them apart culturally from non-Jewish people... this is a means of preserving the Jewish culture through the centuries.

Cordially,
