Please don't call her "dumb". Deafness in no way interferes with the intelligence of a person. Lack of language does not equate to dumbness. I am deaf, and do I sound like a dumb person to you?

They have a reputation for being up to date on hearing technology. I went there when I was a child. They have plenty of experience working with international patients, so it won't be a problem in that area. So start with them, find someone you can discuss options at length. They are professionals in this field. They can guide you and your sister on what kinds of opportunities there are they can help with.
Deafness cannot be cured, but can be enhanced or improved, meaning the loss of hearing can be increased to a better percentage. Like for example my hearing loss is 85% and when I wear my digital hearing aids, it can go up to like 50-40% hearing loss.
Cochlear implants can improve that even more. Some other surgeries can help. It really all depends on what kind of deafness your sister has. So doctors will have to first find out the root cause of the hearing loss and figure out which treatment gives the best and most comfortable outcome for her. They may help you with giving your sister education in helping your sister improve her communication skills.

Deafness is not a disease, it can't be cured. There is no treatment either. She can learn sign language, and there are services to help her find a job and live on her own, but there is no cure.

First of all, she not dumb, she just like everyone else. She needs to learn Sign Language, and socialize with other deaf people. if you are really calling her dumb, then you are putting her down. There is really no cure. just take the pride and she should learn ASL and her family should learn ASL. she just needs to meet deaf people and learn sign language

if she is truly deaf and dumb there is nothing that can be done. If she could be helped by chocliar implants any large city in the us would have someone who could help, however if you are closer to England im sure you could find a good surgeon there too. or even Japan or Australia.

There may or may not be a cure for your sister. I would start with John's Hopkins. She needs to learn sign language so she can communicate.
