Because a siren has a howling-like sound. They are following pack behavior by joining in with the "howling" that they hear.

They are answering back!

It is a "social pack" behaviour which they exhibit.

A siren sounds similar to another dog at a far off place trying to communicate with him.

hearing the sound of siren they show their presence by howling back ( be it in the case of danger, quakes or any natural disaster) they are the first to know and alert others.

the probable answer is "since dogs can hear in frequency ranges more than human beings(like ultrasonic and infrasonic sounds) and sirens have a high frequency sound..it makes them howl"

its bcoz they ears cant bear the sound and moreover they cant c de source of de siren so this makes them 2 howl at de top of their voices.
