Ignoring air friction, your rocket laucher will attain some maximum speed on the way up, let's say at 100 feet above the ground. On the way down, it will be travelling at that same speed when it reaches 100 feet above the ground. It will continue to accelerate and probably kill at least one person when it lands.
What might happen to the rocket is anyone's guess.

what does 4th of july have to do with peace and goodwill? it is all about war. many peoples shoot fireworks, this doesn not make them "warlike".
mythbusters showed that even a penny off the empire state building will not kill anyone or do much damage. a model rocket is much less dense. unless your rocket has a metal nose or you aim it at people, it will not hurt anyone. scaring dogs is not a problem, continuous barking dogs is the problem, and firecrackers are one of the best ways to silence them. since their owners do nothing.
