I'd have to know where you are. There are some states where it is legal to move from your parents home at 16 - and there's nothing the parents can do about it.
I don't know what you mean by a "payee", that could mean an awful lot of things. Please add details and tell us what you mean.
Other than that, please contact your local police dept for information as to whether your son is a runaway at his age or not in accordance with the laws of your state.
Edit... if your state is one in which he is allowed to move at an age younger than 18, then he may be perfectly within his rights to not only move, but draw on any Soc Sec survivor's benefits he is entitled to. Most minor children are entitled to their parent's Soc Sec. For this in particular, go to your local Soc Sec Administration (as well as the police or Dept of Families and Children's Services), and they will be able to tell you what you need to know.
