You don't understand the definition of oppress:
"To keep down by severe and unjust use of force or authority."
If someone is not entitled to something, it is not oppressive or unjust to not give it to them. Neither is it severe. Citizenship has certain privileges as well as responsibilities.
If an employee wasn't doing a good job, but asked for a raise and was denied it, it would not be oppressing them. They were not entitled to it.
Oppressing an alien would be to enslave them. Denying them benefits they aren't entitled to is not oppression.
The King James Version states that scripture as "stranger", not alien. They were being instructed not to mistreat or enslave those among them who were not of the tribes of Israel.

Of course it's justifiable. It is not oppression to fail to give people handouts.
It's also a Christian response. Christians should be dealing directly with charity at their own expense, not simply voting to have someone else pay the tab. There's nothing personal about that.

The nation of of Israel also had laws regarding how aliens could be accepted to be recognized as being citizens.
Exo 12:48-49
(48) And when a stranger shall sojourn with thee, and will keep the passover to the LORD, let all his males be circumcised, and then let him come near and keep it; and he shall be as one that is born in the land: for no uncircumcised person shall eat thereof.
(49) One law shall be to him that is homeborn, and unto the stranger that sojourneth among you.
For people to come to this nation and receive rights of a citizen, they must follow the laws that are in place. Illegal aliens have already violated our laws. Citizens of our nation who have been convicted of a felony have had some of their rights revoked because of their illegal actions. Why should we grant special rights to people just because they have already violated our laws?
There are millions of aliens in our country who have immigrated through the legal process, and it would be a slap in the face of each one of them to grant an illegal alien special rights.
God has given us the principal of government to keep order. If the government to grant special rights to criminals (people who have violated the laws of the nation) would be to promote others to commit various crimes, and then complain and lobby for special favors.
