This state used to be that way. The reasoning, I believe, is that the state does not want it make it easy for you to become alcoholic or consume too much alcohol -- when you wouldn't if it weren't (so) convenient to buy. In other words, they don't want to contribute to drinking problems by making it "too easy" to buy.
I don't know why Dallas is dry, but here, people complained enough that the law was changed [beer is sold in grocery stores now].

if you can buy beer in a liquor store or in a bar then the city is not dry. i have friend that say the bars in dallas are really cool. but the selling of alcohol (beer liquor wine cordialls so on and so forth) is controlled at the at one of three levels city county or state. like in ky i lived in a wet town that was in a dry county the town allowed beer in grocery stores gas stations and liquor stores. but wine and liquor could only be sold in liquor stores. they did not serve passed 12 midnight. but now i live in louisville and the rules are still the same but the last call is 4 am. in az you can buy a fifth os jack or a bottle of wine in a gas station.
so if you have questions ask your local government (they are there for more then being bitched at or about) and they will be able to answer many of your questions

Lol, I'm a damn Yankee, been in Texas 20 years, & this State sucks as far as Alcohol goes. Some towns are wet & some are dry.Dallas has some wet places.Like Fort Worth,My Sis lives there, you can buy beer in east Ft. Worth at Walmart, West noway. Where I live theres "beer Stores", no liquer till after 1:pm. Texas is odd.

Its that way in South San Francisco too.
If you think those are weird laws go to Utah ... crazy. You can't go to a restaurant and only have a drink. You have to order food no matter what. Or if you are at a bar you can only buy a certain amount of drinks at once, so if you have more than one friend you are buying drinks for ... they alll have to be there when the purchase is made. Wack-a-doo!

it depends on where in dallas you are. the southern side of down town, right near trinity river, there are alot of liquor and beer stores.

i dont know but when i visited friends in wyoming it was like that too...they had liquor store next to the grocery store. wierd!!!
