Get more sleep. The more rest you get, the less those undereye circles appear. Are you a worrier? If so, that may be contributing to those circles as well. Don't worry so much. If you are stressed a lot, take one day for yourself a week and pamper yourself, that will decrease the circles as well.

Pamper yourself. Take some 'alone' time and relax. There are tons of remedies on the market but they rarely address the cause of the problem. There's a reason why the circles show up. If you can't get away from it all at once, try taking breaks whenever you have a few minutes and think pleasant thoughts.

Try putting a spoon in a glass of ice cold water for a minute then use spoon under eyes as a compress to reduce puffiness.
Try putting a cooled black tea bag and pressing it over the closed eye.

Ice packs and preperation H. Iassume by non-cosmetic you mean non surgery, anything you do to improve the appearance will be, by definition "cosmetic"

Moisteriser works well. Moisterise everything, it will keep everything looking heathy. Also make sure you get enough sleep.
If you have alergies, that could cause undereye circles.

Drink LOTS of water :) I hear putting preparation H on the dark circles helps a lot (I know, thats a butt cream, but does it matter?)
