I believe, it means, that a believer just believes without a doubt. And a seeker, is one that need to see somthing in order to believe it or know it's there.

The believer believes. the seeker seeks for the truth and then becoems the believer. They're both the same, really.

Some one who is seeking has not settled on or is questioning to make up their own mind. This is a wise person! They are not forced to adopt some others belief or value systems without checking out all options! Believers have either by blind truth or adopting their own or others beliefs have settled and accepted a value or standard that gets them through the day or night as the case maybe!

a believer already "knows" GOD, he/she already knows God is there and believes in him and a seeker is one who is still looking for God, who is kinda still in doubt about God and doesn't believe fully of his work..
