having Nuclear devices does not equate to nuclear strike capability involving thousands of miles from launch to target. By pre-supposing Israel and Pakistan into this category is taking a scientific leap... The only known ICBMs are from Russian, Britain, France and China.

The important knowledge to have is the difference between INTENTION and CAPABILITY. These countries have nuclear weapons: Russia, China, India, France, United Kingdom, Pakistan, and North Korea along with the US. Iran and Israel probably have nuclear weapons but have not declared so. Many other countries could have such weapons very quickly after deciding to build, e.g. Japan, Brazil, South Africa, Saudi Arabia, Germany. No one in the US should fear France or UK weapons but they should worry about North Korea or Iran. It is the relationship between governments that determines if the weapon is a threat.

Against the US, in reality, very few. China, Russia, and North Korea maybe. Mideast nations do not have the long-range capability yet, nor do they see any sense in it. What would be the point of standing there with a single rifle while 10 polar bears are charging at you?? In today's world, there are enough smart and reasonable people at the controls to fend off even the most insane leader. No country permits any single person, without concensus of the country's top few officials, to launch the sequence of controls necessary for an actual arming, opening, aiming then launch of a WMD such as this.
