It has nothing to do with blood circulation. Your joints all have multiple arteries that support each other in case one is pinched off due to the joint being in an awkward position, this is called an anastamosis. The sensation of falling asleep is due to nerves being pinched because of the awkward position. Nerves are what gives you sensation, not blood. Diabetes can cause peripheral neuropathy, where it feels like you are wearing socks and gloves. This is due to small vessel disease, where the blood supply to peripheral nerves is lessened, hurting the nerves and causing numbness.

Your muscles don't get enough oxygen. Since oxygen is obtained from the blood, it gets cut off when the blood to a certain area of your body gets cut off. If your foot falls asleep often, try not to sit on it or your folded leg.
