Ocean Beach in San Francisco, or really anywhere along Hwy 1 is absolutely breathtaking (including Stinson Beach).

In Santa Cruz, anywhere along the coast is nice.

If you want a clothing-optional beach, go to Baker Beach in SF.

Downtown Santa Cruz has a rather nice beach, although downtown and Beach St are kinda crappy-looking with stinky buildings.
