Well let me start by saying it related in the sense of the how the texture grows out. African Americans and anyone with curly hair has flat celled hair, Hispanics or anyone with wavy hair has oval celled hair, and Caucasian, Asians or anyone with straight hair, has round celled hair. But if you mean in terms of how fast or long a persons hair grows, many African Americans hair grow just as fas t as any other ethnic group's, it's just that many of us damage our hair with chemicals to alter or PERManently chamge the texture or cellular structure of our hair. If you notice African Americans who leave their hair natural(i.e. dreadlocks) have long hair.

Hair growth relates to genetics, and race is based on the common genes of a certain population of humans. Different races can have different genetic coding for rate of hair growth. Hair growth also varies between males and females.
