How can someone from another country come to the U.S. and go to college when they cant possibly prove they went to the required courses in High School. This is just not about hispanics. How can people come from other countries and get jobs as Dr. and Nurses and use the transcripts from other countries colleges? I did not know this was legal until recently.

Ok, I am returning 24hrs later to read some of the answers and some people even say they work at a college and they say this is not true. Well you are wrong it is called HB 1403. For those of you that dont know law this means House Bill #1403. It was passed in 2001. It gives tuition breaks for illegal Immigrants. I was not trying to start trouble as suggested by others. I was simply trying to find the answer. Its not just Hispanics as I noted in my question. I know of some Nurses that came to the U.S. (legally) and got nurses jobs at a hospital here in Houston. They did have to pass a test and they have to work so many hours under a Certified Nurse. But did they have to pay the money and get the edjucation as my son is having to do?

No illegal immigrant can get into a college in the US. They have a lot of admission requirements. Foreign students would probably need to go through more requirements, test and such, to get into a college here. As for legal immigrants coming into the country to work, they have to take exams to qualify to work here. A lot of them are even overqualified but still work here because of better pay. They do not just breeze through. There is a system for everything.

The point about the in state tuition is that they have been getting subsidized education while here illegally for years. So on top of that these bills say they should get in-state tuition rates as well. They have transcripts from the US schools they were attending, living here illegally.

I am against it since I think education is a big part of the magnet that draws illegals here.

Drs and Nurses can come with foreign degrees but need to satisfy US standards. Some can, and some can't based on foreign training alone. They need visas, however.

For those above who think illegals can't go to college, you are wrong. They have been pushing for in state tuition and already have it in California and Texas and other places, which is another subsidy. The Senate immigration Bill has as a part of it the so called illegal immigrant 'Dream Act' which would clear the way for illegals to get not only in state tuition in all states, but federal funding from grants our children are competing for, as well.

Grail hunter, grow up. This has nothing to do with hate and everything to do with limited resources we pay for that we need to educate our own children. It isn't as if all of OUR children were able to get a college education.

AMERICANROSES: They passed the budget without the health care plan. However, state Democrats say they will simply bring it in as a simple law, later, when they don't need a two thirds vote, and can avoid the Republicans.

You are confused.

You need a Student Visa to go to College. All Foreign Students are LEGAL.

The United States of America has treaties with many countries and documents from foreign schools are as good as US schools and in some cases foreign high schools are way better than the US, specially in other G8 countries.

If the United States of America closed their borders to all foreign medics and nurses then hundreds of thousands of Americans would die.

Also the average salary for a Medic in the United States of America is $200,000.00 USD and is the HIGHEST PAID PROFESSION.

This is the main cause the United States of America is the country with the HIGHEST HEALTH CARE COST in the World and to reduce that they are importing medics and nurses.

Do you really want to pay $360.00 USD for a Cancer Vaccine?

Republicans at the state Capitol, meanwhile, are balking at Schwarzenegger's proposed budget that includes $23 million to shore up existing county health programs that cover children who are in the United States illegally.

State Sen. Dennis Hollingsworth, R-Temecula, said he will not vote for a budget that includes the funding, a position echoed by other Republicans. At least eight GOP votes are needed to pass the budget.

"Sacramento has made a big mistake in offering incentives and encouragements to illegal immigrants for too many years," said Hollingsworth, whose district shares some territory with Bilbray's.

Schwarzenegger also supports a 4-year-old state law that allows illegal immigrants who attended a California high school for three years and received a diploma or equivalent to pay in-state tuition at state-supported colleges and universities.

Hoffenblum said that by trying to force Schwarzenegger to abandon the middle ground on illegal immigration, Republicans in the Legislature who face easy elections in November are imperiling the governor.

"They should be worried about how Arnold Schwarzenegger is going to get the 37 percent of the Latino vote that he needs to get re-elected," Hoffenblum said. "The Latino vote is imperative for Republicans. How is Tom McClintock (the GOP candidate for lieutenant governor) going to be elected without Latino votes?"

Bush and his business interest cronies in the Senate want to try to take a wimpy appeasal approach to illegal immigration that amounts to amnesty-just infuriates me.

US citizens should be angry. We are the ones being CHEATED, It's hightime the government cracked down hard on illegal immigration. Washington needs the backbone to pull it's head out of the sand and do something now!

You are right. The ones answering are blind to the facts. Illegal Aliens get lower rates then out of state in many states Its been in the news. Me think some people have head in sand. Case in point the one who went to Yale (I think) Free no pay he was a spokesman for the al-Qaeda Explain that he took a slot from a U.S. citizen in need. That's bull. Bleeding hearts you understand. Why should I pay taxes for schools for illegals. If you want ok give direct and go to jail for abetting

Foriegn or international students who come here to study have student visa, and they are not illegal immigrants. College accredited board determines which high school and/or college courses are transferable here. And they have to entrance exams just like everyone else. And they do pay out of state tuitions here. And in most cases, they are not qualified for grants, loans that is available to local students.

Update: Foriegn Students w/ valid student visa and out of states students pay out of state tuitions; and yet illegal students get the privilege of paying in state tuition (cheaper rates). It doesn't sound right!

Informative Fact: they have to get their high school transcripts certified by their government. Then it has to be translated into English by a certified translator. Then it is certified by American government. They have to go through all the admission requirements just like anyone else. Don't make statements without having information about it.

I am hearing a lot about how illegals are getting all this free stuff. If this is true then why are they all so damn poor? I think somebody is making this stuff up. Like all the stories they used to tell about hoe every body on welfare was living in dream mansions and owning two new Cadillacs each.

Our government has offered to pay for 60,000 imigrant students tuition's in this country . It was included in the Security and Prosperity Partnership of North America agreement signed by Bush .. Look it up . SPP

to be doctors and nurses, they have to go to approved schools, some overseas schools can be approved if they are up to the US standards. but any of them will have to take and pass board exams to be licenced.

Normally a Non US citizen ( and a illegal can still have proof they went to high school in some other nation) but they will take the college entrace exams like anyone else.

Many colleges have special departments to recruit and help non US citizens (*foriegn students) adjust, They provide english classes, classes and help with customs and help with finding places to live and so on.
