I concur with sparkles. It is a dominance thing. If you don't want her to do it, keep her on a leash and tell her "no" when she tries.

Yes. My female dog used to hump my male dog when he was a puppy and she was coming out of heat

Yes it is normal. We have a 2 year old Siberian Husky (Desdemona). When she gets aggitated or feels like she is losing the game of tug o war, she tries to hump my husbands arm. I think she only does this when she is really excited from playing. She doesn't try to do this to me, perhaps because I am the disciplinarian of the household.

Your dog is expressing dominance. All dogs do this, even puppies. Its normal, dont think much of it.

sure, it's a dominance thing... they may also hump other dogs, or lick thier privates to playfully show who's the alpha dog.

It's disrespectful and your sister should kindly remind the dog who's higher on the food chain.

Yes they can do that when they are trying to show their dominance. When she does that gently knock her off and say no in a deep voice. Then put your hand out, if she licks you say good girl. Your teaching her that way what to do and what not to do and giving her praise for positive behavior.

Mounting behaviors occur due to sexual hormone influences, dominance behavior, anxiety, and sometimes as a sort of obsessive/compulsive disorder.
Females are not excluded.

I think it has something to do with hormones when they get excited. I've seen it many times with other female dogs.
