Scars fade with time so in a few years it's going to be pretty hard to see. But if it really bothers you make an appointment with a dermatologist to discuss options, like laser treatments or cosmetic surgery. Mederma will fade it but you have to use it several times a day, everyday, for half a year and if you accidently miss a couple days you're back to square one. And Neosporin doesn't work for old scars, only new closed wounds.
EDIT: Scar Solution is going to take even more effort than Mederma and unless your scar is raised, it's not even meant for you. With Scar Solution you will remove and wash a little "sheet" every day and place it back on the scar. After 3-4 days you replace it with a new sheet. Plus the sheets are way too large for a small ciggarette burn so you will also have to cut them to size. This method takes a minimum of 8 weeks but should be used for 12. But chances are your ciggarette burn is not a hypertrophic scar.

There are lots of ways. Maybe it boils down to what you can afford. I would select the dermatologist or family doctor to start looking at options.
Where the burn is, the extent of damage, possible outcomes, are just three of many questions you need to answer.
I don't mean this to be funny and I do not recommend a tattoo for anybody - but this could be an exception. If the burn were, let's say, on my shoulder I might go down to the tattoo artist and see what it would cost to ink in a happy face or something meaningfull to me. The possibilities for this little burn spot are endless.

scars are permanent (mostly). you can go to the dr. & see about laser treatments, they might be able to make it better. and neosporin brand has this new product that you use for a few weeks & it's suppose to lessen the appearance of scars. but they're never completely gone.
p.s. don't do the cigarette thing again. you know what i'm talking about. lol.
It's NOT Neosporin, I said Neosporin brand. They developed a new product called Scar Solution and it is for lessening the appearance of scars.

apply undiluted 100% lavender essential oil, it is best to use on a fresh scar, but I have completely healed old scars in less than a month with lavender oil. always do a patch test before using a new essential oil to make sure youre not allergic. good luck.

Get a tattoo over the scar. You wil not think or remember that the scar was there in the first place after the tattoo is done.

I agree with Jami J, Mederma is the bomb. It heals any type of scar.
