depends on how the speed limit laws work in your state, and sometimes, even just within your city. Most cops, as far as I know, will not give you a ticket for driving too slow, at least as long as its a 4 lane or more highway and you remain in the far right hand lane. To be safe, tho, if you ever HAVE to drive slow, stay in that right lane and put on your hazards. Cops may pull you over, but just to see if they can be of any assistance.

Yup, you can get a ticket for driving too slow if you're disturbing the normal flow of traffic.

yes in most states going less than 45 on the highway is a ticket and on surface streets you must go with the flow

Yes, it is illegal to block the normal flow of traffic.
If it was not every nut with a cause to protest could basically shut down traffic by traveling at 3 MPH.

yes. It was embarrassing when I was a teen, my dad got one in N.H. for impeding the flow of traffic he was going 25 in a 40. He wanted to be sure he didn't miss the exit in an unfamilar area.
