WHen Washington D.C. was created it was supposed to be in the shape of a square, divided by the Potomac River.
Maryland was supposed to give up land on the northern side, and Virginia on the southern side. Maryland did, Virginia didn't, which is why Washington, D.C. has 2 straight sides and a river for it's boundary.
