Payless Shoe Source has good shoes, too, and cheap ones. Also Ross, Marshall's, and TJ Maxx all have pretty good prices on name brand shoes.

Catos has really cute shoes. I think I paid $13.00 for my last pair. I usually buy my shoes there or at Goodies. They have really cute shoes too, but they tend to be a little pricey compared to Catos.

Payless can have some really cool and cute shoes. They have all kinds of shoes and even have accesories like purses and jewelry

We have a store near us called DSW (Designer Shoe Warehouse). It is name brands, very good quality at discount prices. My favorite thing to do it go immediately to the back of the store because that is where all the clearance items are. I got a pair of Steve Madden high heels (kind of plaid looking) for $8 one time...
I love DSW.

Try a major thrift shop, such as Value Village or an independant one, such as Salvation Army stores. I find cute things there everytime, and for half the price I want to pay. Or, you could try looking in the misc. items for sale in your local newspaper, sometimes people list items they want to sell.

I don't know whereabouts you are, but in England they have a shop called "Shoe Zone" which do really great shoes.

Other than that, I guess you'd be looking at independently-based shops.
