I don't believe in that, but it sounds like you understand what the saying means.
Just because it's a well-known saying, doesn't mean it's true. It's just some people's philosophy to justify what they do for love (or war), like betrayal (of others or one's own morals), sneakiness, lying, even murder - anything for the sake of trying to snare the one they love. (And, of course, war is war - cruel, terrible, and never neat or fair.)
I think this works against what love really means or is supposed to be. I think this is more for obsessive love than for true love.

Usually the saying is just used to refer to love; the war part is just added on. The classic example is that of a guy "stealing" another guy's girlfriend. That seems like an "unfair" thing to do to the other guy, and some guys won't try to do it, but others believe that in romance and sex ("love"), "fairness" is irrelevant and only "winning" matters. Contrast this with the saying "cheaters never win".

Do I believe it? I don't know; I wouldn't practice it myself (at least not in love; I probably would in war), but I wouldn't necessarily condemn someone for being "unfair" in romantic matters. Having one's girlfriend "stolen" might be painful, but the guy doing the stealing is really doing you a favor, since apparently your girlfriend wasn't that loyal to you to begin with....

It means that by the nature of the thing ( love or war) that people will get hurt...it is really not about being fair - just saying that bad things will happen in both situations and people always get hurt from both love and war...

Its a cop out that the cheaters and losers use when they get caught doing something wrong. They feel this saying justifies why they acted in the manner they did. Of course I don't believe it, if you believe that, you may as well cheat on your husband / wife / bf/gf or whatever. Why have any rules at all?

it's a saying that means THERE ARE NO RULES.
Some people live like that but most people don't. I know that I live by rules and morals.
