How can we keep computer dorks from answering questions they know nothing about?

why not stop anyone we dont like from answering any question ,,.. i dont like folks asking questions not topical to the discussion or the area of the forum like this one,,, but heres a clue what i like,, means nothing ,,next to the rights of anyone here to ask whtever comes in their little pointed heads ,,and as a veteran ,,,i'd fight to give them that right,, to be wrong and proud of it

given human phsycology you literally cannot control anyone, you can however regulate people by inserting a small program which has a built in intelligence test, wherein all the idiots are eliminated and not given access to the q&a site.

frame and ask questions in such a way that only those who cannot understand them can attempt an answer, those that understand them should give a brief yes or no

You can't, we read the questions and since we are experts at computers we know how to use Google and Wikis to research and answer questions in all areas!

How can we stop people from posting questions in areas that has nothing to do with the question? Teach them how to read? What does your question have to do with religion or spirituality?
