Red and yellow. But if you're painting, depending on the shade you want, my art teacher in high school always suggested mixing yellow and brown for orange.

It dependes on what spectrum you're looking at the colors in - if you are trying to make orange in the ultra violet range but are looking at gamma rays - you'd be in quite a pickle - BUT if you are only concerned with the ultra violet range then you can try red and yellow.
