i mean i do not say it to him because i dont want to make it obvious that i like him too, but he is kinda slow and sometimes not that showy about his emotions with me, i just wish to tell him what i want him to do, is this because he doesnt like me enough?

I love that you use the word 'courting'! I bet you are a good person with good values (yes because you used the word courting I can demise all of this). Anyway, if the guy is already courting you then you know he likes you he is just shy. Tell him how you feel and don't be all gushy about it - just say it and don't expect him to respond right away. Give shyguy a little time and he will come around.

Having expectations are good just don't make them unattainable and you wont get let down. Tell him how you feel and be prepared that he might not feel the same way but then again he might you will never know until you tell him. Don't play game though they are never good for anyone.

He is sweet and shy. Let him take things at his own pace. If he didn't like you enough he wouldn't be "courting" you. Most men like to be the aggressor. If he is too shy to start things you can flirt verbally but don't come on too strong. It may scare the poor thing.
