Go to the animal shelter, inquire about the dogs that were humanely put to sleep the night before. Chose one. Google taxidermy, find one in your local area, take you new found (albeit quiet) pet dog to the man that can stuff it for you. Be sure and ask that the taxidermist make him paw heavy so he doesn't fall over... and splurge, get the glass eyes, you wont regret it. Once he is ready to be brought home, have no fears. He needs no extra training, he wont eat much and leaving in the house while you go on family vacations wont be a problem. If you mother asks about your new friend, tell her he's a stuff animal (it's not a real lie). and she will just smile at you understanding like and pat you on the head (if she leaves to make a phone call to your local doctor, start to get concerned).

I suggest all this, cause you can't hide a living, breathing, eating, defecating creature in your home with out your parents finding out EVENTUALLY!

Wait when you know no one is going to be in the house for atleast an hour or two. Then go out and buy a dog or adopt one. Take him home and keep him in your room. Before you buy a dog, make sure he is a quiet one. Take him out for walks daily when your family is away.

You can't and you shouldn't....dogs are a big responsibility and you should do it in secret.Respect the wishes of the others living with you and don't want the dog.

I don't suggest you do. A pet is an addition to your family and you should not hide it. I suggest you talk to your family and wait until you can agree what time would be best to have a pet.
