Yes, both cows and female goats (does) do have horns. There are some breeds of cows and goats which are "polled" in which neither the males or females have horns, but in most breeds, both the males and females will have horns. Some farmers choose to dehorn their animals, that's why so many of them appear to not have horns.

Not all cows have horns. A few breeds of cattle do not, but I think that's because it has been bred out of them, in other words they are polled. The ones that do have horns can be de-horned by either burning them off with a horn iron (this is done when they are pretty young calves) or by cutting them off with a de-horner. I know nothing about goats (except they climb on everything) and don't want to know anything about goats.

did you know that milk also come from underneath cows
stranger but true goats also give milk
all split hooved animals have horns ,both the females and the males
the males horns are bigger ,to fight with
Cows have horns ,many modern farmers dehorn them at birth so that it is less dangerous to milk or handle them
some Brittish Farmers have been killed by Cows
Bulls are of course much more dangerous and their horns tend to be bigger.
Goats the male has curved horns and the female small pointy ones ,
but again some domestic breeds have lost them because of breeding ,
there are many kinds of domestic goats as well as wild ones,like the Alpine or Steenbock (mountain goat),very big sabre shaped horns that clash together with an enormous sound,that echos for miles around the mountain if they are fighting
sheep dont have horns because domestication has bred it out of them ,but the male,(ram) also has big curved horns
all Antilopes ,Deer have horns ,again female small and male big
the only horned ones not yet mentioned are some people and of course the devil.

It depends on the breed of cow, most do, but the breed polled Hereford doesn't. If it has polled in it's name it is hornless male&female.
Not sure about goats, never been around them much. I use to work on a dairy farm. Dehorning calves is a messy, bloody job that I wouldn't wish on antbody.
